Overview
Tsukatsuki Rio is a character from the mobile game Blue Archive, developed by NEXON Games. A third-year student at Millennium Science School, she serves as the president of the student council known as Seminar. As an extreme rationalist who prioritizes the safety and stability of the academy and the world above all else, she is willing to use any means necessary, earning her the imposing title of Big Sister.
Appearance
Rio has long black hair adorned with a hairclip shaped like the Millennium school emblem, alongside red eyes featuring white pupils. Her standard attire consists of a white turtleneck sweater under a black jacket, a pleated skirt, black pantyhose, and high heels, complemented by a thigh holster holding an M1911 pistol. Her halo features a black outer ring containing two bent red lines. In winter, she wears a trench coat with boots and gloves, while her combat costume includes a high ponytail, a black bodysuit, and a visor.
Personality
Rio operates under a dictatorial and Machiavellian mindset that prioritizes overall safety over individual feelings or sacrifices. Although highly intelligent, she lacks empathy and struggles with interpersonal communication, causing her to lean toward secrecy and control. Beneath her stern facade, she possesses a sensitive, surprisingly fragile nature that craves recognition. Her personal life is utterly chaotic; she cannot cook or clean her own room, surviving primarily on discounted supermarket bentos and frozen meals. She also holds an unconventional artistic taste that she fiercely defends.
Abilities
Rio is a top-tier scientist and engineer with expertise spanning mechanical engineering, electronics, and pharmaceutics. She engineered the fortress city Eridu, the Avant-garde robot, AMAS units, and specialized tactical armor. Her electronic warfare skills allow her to hack surveillance cameras, breach networks, perform complex data analysis, and build escape devices. Conversely, her physical combat abilities, marksmanship, motor skills, and gaming aptitudes are notably poor.
Background
Foreseeing a threat to Kivotos, Rio secretly used school funds to build the fortress city Eridu. Viewing Tendou Aris as a critical danger, she captured her intending to destroy her halo, but her plans were thwarted by the combined efforts of Sensei and the students. Remorseful over her actions, she resigned and went into hiding. Operating from the shadows via drones and remote transmissions, she provided vital technical support during subsequent crises before eventually returning to Millennium to resume her duties.
Relationships
She shares a complex rivalry with Himari Himari, frequently clashing over ideology while respecting her intellect. She maintained absolute trust in her former personal agent Asuma Toki, who also managed her daily life. She holds deep mutual trust with Neru Mikamo from their long acquaintance. She finds herself intimidated by Yuuka Hayase's stern lectures. While initially seeking to eliminate Aris Tendou, Rio eventually formed a conciliatory bond with her. She harbors immense affection and trust toward Sensei, who uniquely validates her personality and artistic vision.
Trivia
Her bizarre robot creation, Avant-garde, was widely criticized by her peers until Sensei praised it as art, helping her overcome her insecurity about her tastes. Her signature M1911 pistol, named The Drafter, was acquired simply to conform with other Kivotos students despite her lack of marksmanship skills. She also exhibits a quirky naming style, often creating operation names based on simple puns.
