Kalifa

Overview

Kalifa is a character from One Piece and an operative of the World Government's secret intelligence agency. Formerly the sole female member of Cipher Pol No. 9 (CP9), she later advanced to CP-0. To obtain the blueprints for an ancient weapon, she spent five years undercover as the secretary to Iceburg, the mayor of Water 7 and president of the Galley-La Company. A dangerous female spy who exudes mature elegance, she carries out her covert missions using master martial arts and Devil Fruit abilities.

Appearance

Standing 185 cm tall, she has long blonde hair styled slicked back, wears glasses, and has earrings. As a secretary, she wore a business suit with a miniskirt. Her black CP9 attire consists of a top with a deeply cut chest area covered in mesh, a slit miniskirt with yellow patterns, and black fishnet tights resembling garter stockings. During CP9's cover story, she wore Jabra's coat, a Criminal-brand shirt, and jeans. In the New World, she wears a white CP-0 uniform with a coat draped over her shoulders. In FILM RED, she dons an off-shoulder dress with a purple necktie tucked into her cleavage, paired with beige tights and white boots.

Personality

Generally calm, composed, and highly professional, she proved her efficiency as a secretary by anticipating her boss's every move. Conversely, when provoked or offended, she reflexively accuses others of sexual harassment with polite insolence. She is acutely aware of her seductive charm and uses it deliberately in combat as a honey trap. Despite her calculating nature as an assassin, she also possesses a surprisingly airheaded side, occasionally making ridiculous blunders or misinterpreting situations.

Abilities

She possesses the powers of the Soap-Soap Fruit (Awa Awa no Mi), a Paramecia-type Devil Fruit that turns her into a soap human. She can generate soap bubbles that wash away an opponent's strength and polish their body into an ultra-smooth, frictionless state, rendering them immobile. By solidifying the foam around herself into a sheep-like shape, she forms a barrier capable of blocking electrical attacks. She is a master of Rokushiki, leaning heavily on kick techniques like Rankyaku, Geppo, and Soru, alongside Shinaru Shigan "Whip". Before eating her Devil Fruit, she used a spiked whip in battle. She is also skilled in Busoshoku and Kenbunshoku Haki.

Background

Raised by her father Laskey, a former CP9 agent, she was trained as a spy in an environment devoid of familial warmth. She infiltrated the Galley-La Company as a secretary to steal the blueprints for the ancient weapon Pluton. After five years undercover, she revealed her true identity, but was defeated by Nami of the Straw Hat Pirates at Enies Lobby. Following the battle, former superior Spandam blamed CP9 for the disaster, forcing them on the run. She helped earn money for Rob Lucci's medical treatment during their escape, and was later reinstated by the World Government as a member of CP-0.

Relationships

She held a degree of professional affection for her cover boss, Iceburg, though she ultimately prioritized her mission. She works closely with her Cipher Pol teammates, including Rob Lucci, Kaku, and Blueno, while treating her former chief Spandam with utter disdain. Her father is the former CP9 member Laskey, and her younger sister is Alpha of CP8, though their familial ties are almost nonexistent due to their line of work. During the Enies Lobby arc, she defeated Sanji with a honey trap before engaging in a fierce battle with Nami.

Trivia

While her abilities utilize a clear sheep motif in her technique names and manifestations, she is also notable for her underlying family connection to other Cipher Pol members: her father Laskey was revealed in SBS material to be a former CP9 agent, and her sister Alpha belongs to CP8. Among the original CP9 members from the pre-timeskip era, she is the only character to have been given an official character song.
