Saint Charlos has a heavy build and medium black hair tied up into a distinctive topknot. He dons the standard white uniform of the Celestial Dragons, resembling a space suit paired with a bubble helmet. Visually, he is characterized by remarkably ugly features, a perpetually running nose, and the habitual public picking of his nose, displaying none of the grace or dignity associated with aristocracy.
Personality
Extremely self-centered and ruthless, Charlos possesses a depraved personality even among the arrogant World Nobles. He speaks with a unique sentence-ending quirk and a distinct laugh. He routinely executes anyone who annoys him and forcibly takes appealing women as wives, only to abandon them when bored. Showing zero empathy, he willingly kicks doctors assisting critical patients and physically abuses the human slaves he uses for transport. He completely disregards any reprimands from his father regarding his wastefulness or cruelty.
Abilities
Saint Charlos has no combat skill whatsoever, depending entirely on handguns to fire at others. However, he exhibits an extraordinary level of physical durability and luck. He consistently survives severe, potentially lethal impacts—including a serious punch to the face from Monkey D. Luffy, a full-force club strike from Donquixote Mjosgard, and a combined ultimate attack from Don Sai and Leo that flattened his body—recovering without permanent injury.
Background
During a visit to the Sabaody Archipelago, Charlos shot the fish-man Hatchan at a human auction house, causing an enraged Monkey D. Luffy to punch him directly in the face, an incident that prompted the deployment of a Marine Admiral. At the Levely in Mary Geoise, he attempted to capture the giant mermaid Princess Shirahoshi as a slave, but was thwarted when Donquixote Mjosgard struck him down. Undeterred, he later attempted the capture again using Bartholomew Kuma, only to be crushed by Don Sai and Leo. In a movie appearance, he tuned into the singer Uta's stream, got dragged into her virtual world, and was temporarily transformed into soft-serve ice cream.
Relationships
He is the son of Saint Rosward, who spoils him despite growing exasperated by his wasteful habits and clumsy handling of slaves, and the older brother of Saint Shalria. His shooting of Hatchan at Sabaody brought swift retribution from Monkey D. Luffy. His repeated attempts to claim Princess Shirahoshi as a slave resulted in him being struck by Donquixote Mjosgard and brutally overwhelmed by Don Sai and Leo. In the film, he encountered the musician Uta, who bluntly referred to him as an old man before subduing him with her power.

His birthday on June 1st is derived from a Japanese numerical wordplay on his name. His blood type is recorded as XF. His favorite food is high-grade soft-serve ice cream, which served as the basis for his transformation by Uta's power in the feature film.
