Rob Lucci

Overview

Rob Lucci is a major antagonist in ONE PIECE who served as the de facto leader of CP9, where he was feared as the strongest and most ruthless killing machine in the agency's 800-year history. Guided by his philosophy of Dark Justice, he executes World Government mandates without remorse. Following his defeat at Enies Lobby, he returned during the New World era as a masked elite agent of CP0, the supreme intelligence organization under the direct command of the World Nobles.

Appearance

Rob Lucci is a tall man standing 212 cm with wavy long black hair, sharp eyes, and thick lips. His eyebrows and goatee form distinct curves resembling musical symbols, with his beard growing longer into a pendulum shape after the timeskip. His back bears a large scar reminiscent of the World Government emblem, acquired from cannon fire in his youth. In CP9, he wore a black suit with a top hat, whereas in CP0, he wears a white suit and possesses a mask signaling elite status. He constantly keeps his pet pigeon, Hattori, perched on his shoulder.

Personality

Lucci adheres strictly to Dark Justice and Necessary Evil, prioritizing total obedience to the World Government as an institution rather than personal loyalty to individual superiors. He views weak justice as a crime and ruthlessly eliminates anyone who poses a threat to his directives. Driven by a deep bloodlust, he relishes state-sanctioned killing and intense combat. Despite his cold nature, he maintains genuine trust and camaraderie with his CP9 colleagues. Ever since his loss at Enies Lobby, he has harbored a burning obsession and intense rivalry toward Monkey D. Luffy.

Abilities

Lucci is a master of the superhuman martial art Rokushiki and can alter his body mass using Seimei Kikan. Having eaten the Zoan-type Neko Neko no Mi, Model: Leopard, he transforms into a leopard hybrid that dramatically increases his physical size, muscle mass, and attack power, enhancing Rokushiki moves like Shigan and Rankyaku. He has achieved Devil Fruit Awakening, enabling him to enter a high-speed awakened form draped in dark steam ribbons while retaining full consciousness. This state grants him high durability and combat prowess capable of holding off top-tier opponents. He also uses Armament and Observation Haki.

Background

Raised under strict World Government training from childhood, Lucci demonstrated his brutal pragmatism at age thirteen by executing 500 captured soldiers to resolve a hostage crisis, viewing their surrender as unpardonable weakness. He later spent five years undercover as a shipwright for the Galley-La Company in Water 7 to secure ancient weapon blueprints. After exposing his identity and escorting Nico Robin to Enies Lobby, he was defeated by Monkey D. Luffy in a desperate struggle. Although hunted by Marines following CP9's failure, he recovered with help from his team and eventually returned as a prominent CP0 agent.

Relationships

Lucci shares a bitter rivalry with Monkey D. Luffy, holding a relentless urge for revenge ever since Luffy defeated him. He places high trust in his CP9 and CP0 teammates like Kaku and Stussy, openly referring to Kaku as his partner and taking action to protect him during danger. While he carries out orders from superiors such as Spandam and the World Nobles due to government authority, he inwardly despises them. He treated former Water 7 coworkers like Paulie and Iceburg with cold detachment once his mission required it. He remains strongly attached to his pet pigeon, Hattori.

Trivia

Rob Lucci's birthday is June 2nd, created as a Japanese numerical pun on his name (Ro-bu = 6-2). His preferred drink is brandy, and his least favorite food is spam. Official supplementary notes identify his concept flower as the Rudbeckia and his concept profession as a pigeon breeder. Throughout his five-year undercover operation in Water 7, he avoided speaking directly and instead communicated using ventriloquism through his pet pigeon, Hattori.
