Overview
Spandam is a major antagonist in the manga and anime series ONE PIECE. Originally serving as the leader of the intelligence unit CP5, he manipulated his way into becoming the director of the covert agency CP9 before later being reassigned as an agent of CP0. Driven by intense personal ambition and self-interest, he relies heavily on status, political connections, and deceit rather than personal combat prowess to exercise authority.
Appearance
Spandam features short, wavy bluish-purple hair and prominent dark circles around his eyes. He wears a dark leather mask accented with studs that conceals the upper half of his face. His clothing comprises a white shirt topped with a dark vest alongside gloves, leaving his collarbone area exposed.
Personality
Spandam is characterized by strong ambition, extreme self-preservation, and cowardice masked by abusive arrogance. He frequently misuses his delegated authority to mistreat prisoners and command underlings, yet panics quickly when confronted with personal danger. His extreme carelessness often leads to major blunders. Utterly self-serving, he shows no hesitation in scapegoating others or using cruel tactics to further his career.
Abilities
Spandam possesses virtually no direct martial prowess, having a measured Doriki strength rating of only 9, which falls below that of a baseline armed Marine. Rather than fighting personally, he relies on powerful CP9 agents such as Rob Lucci. His signature gear is Funkfreed, a unique sword that consumed the Zou Zou no Mi (Elephant-Elephant Fruit), allowing its blade to turn into a living elephant to attack targets.
Background
Spandam capitalized on the political leverage of his father Spandine—the former CP5 chief who invoked the Buster Call on Ohara—to secure his own command of CP5. He framed the shipwright Tom using stolen gunboats, securing Tom's execution. Leveraging this deed and his father's influence, he attained the directorship of CP9. During the Enies Lobby campaign, he committed a catastrophic error by accidentally pressing the Golden Den Den Mushi to summon a Buster Call onto his own facility. His reign ended when Nico Robin snapped his spine. He later reemerged as a member of CP0, demoted to serving underneath his former subordinate Rob Lucci.
Relationships
Spandam owed his political rise to the backing and influence of his father, Spandine. While Rob Lucci was formerly his most formidable subordinate within CP9, their hierarchy reversed upon joining CP0, reducing Spandam to Lucci's inferior. He destroyed the life of the master shipwright Tom through deceitful framing. He also subjected Nico Robin to severe physical abuse, only for her to land a devastating retaliatory defeat on him.
Trivia
Spandam holds the distinction of having served across three distinct intelligence divisions of the World Government: CP5, CP9, and CP0.
