Overview

Tsuru is a veteran Marine Vice-Admiral in the manga series ONE PIECE. Known by the title "Great Staff Officer," she is a legendary figure within the Marines who served on the front lines alongside contemporaries such as Sengoku and Monkey D. Garp since the era of Gol D. Roger. Guided by her personal motto of "Clean Justice," she is widely respected for her exceptional tactical intellect, deep wisdom, and steady leadership. She is also a Paramecia-type Devil Fruit user who ate the Wash-Wash Fruit, wielding a unique combat power alongside her formidable military presence.

Appearance

Tsuru is an elderly woman standing 204 centimeters tall. Age has left noticeable wrinkles across her face, though her underlying features reflect her past beauty. She wears her gray hair tied back in a ponytail and has purple eyes. Her attire consists of a tailored shirt, necktie, and trousers, accessorized with jewelry including earrings. Over her outfit, she drapes the standard coat of a Marine Vice-Admiral across her shoulders.

Personality

Tsuru possesses a calm, composed demeanor combined with an intimidating authority that commands immediate respect. Her overwhelming presence is potent enough to strike caution into notorious pirates like Donquixote Doflamingo, who speaks to her with deference. Beneath her stern military exterior, she demonstrates deep empathy and consideration for her comrades, such as showing genuine concern for Garp during difficult times. In peaceful moments, she enjoys relaxing with tea and traditional sweets, displaying a warm and grounded personality.

Abilities

Tsuru is a "Laundry Human" who consumed the Paramecia-type Wash-Wash Fruit. This power allows her to literally wash and dry anything, transforming opponents into flat, cloth-like forms that can be pinned to clotheslines. Individuals subjected to this ability experience a cleansing of their hearts, which slightly softens their evil intentions. As a Marine Vice-Admiral, she is proficient in both Armament Haki and Observation Haki. True to her moniker "Great Staff Officer," her primary strength lies in her high tactical acumen, formulating complex strategy and strategic unit deployments.

Background

Tsuru began her Marine career decades ago, fighting on the front lines during Gol D. Roger's era alongside Sengoku and Garp. Years before the current storyline, she led relentless operations in the North Blue to track down the Donquixote Pirates, consistently forcing Donquixote Doflamingo to retreat. During the Summit War at Marineford, she helped formulate battle strategies while directly participating in combat. Following the events of Dressrosa, Tsuru helped oversee the transport of the captured Doflamingo, successfully repelling an ambushing fleet led by Jack the Drought along the way.

Relationships

Tsuru shares a lifelong bond of camaraderie with her Marine contemporaries Sengoku, Monkey D. Garp, and Zephyr. She has a complex history with the pirate Donquixote Doflamingo, who avoided direct confrontation with her for years and still addresses her with respectful caution. Within the Marines, Tsuru leads a specialized unit composed entirely of female officers. Additionally, the Marine officer Kujaku is her biological granddaughter.

Trivia

Tsuru's birthday on March 26 is a numerical pun in Japanese matching her title "Dai-Sanbo" as well as her name. Her favorite foods are tea and tea sweets. Although a character named O-Tsuru appears in the Wano Country arc, the author confirmed that the shared name is merely a coincidence inspired by a classic shojo manga.
